The cranks that I'm in possesion are having the mark of "SUGINO JAPAN" (+ some little seal with no. "75"- probably a year of production). 
During the web-re-search process I've found nothing but a post on "bikeforums.net" giving no answer. The model's name "no. 5" came to my mind as I saw the other sugino cranks (No. 6, very similar). But yesterday found out the Sakae SR "Silstar" crankset, wich is in fact the same styl, and probably BCD that this one.

Sugino is a Japanese manufacturer of road and track bicycle components, founded in Nara, Japan, in 1910. It made chainsets and chainrings. It fell on hard times in the early 90s and became smaller. The company still makes bicycle components.
