Stronglight/Flickr: " These were made by Huret. The bolt has an anti-rotational tab at it's base which fitted into a notch stamped into the side plates. This helped keep the head of the bolt under 2mm. thick so it would extend very little into the spacing between the dropouts. Similar accessories were produced by Simplex for their own dropouts - which were very often used on older French bike frames. All Simplex dropouts lacked the adjuster screws found on Campagnolo rear dropouts until Simplex introduced their revised dropouts in late 1972. So pieces like these had remained a practical addition for even the top quality Simplex forged dropouts for many years. These could be used in pairs if the dropout had an integrated derailleur hanger, or on the left side alone if a claw-style derailleur hanger adapter was used on a bike. The purpose of these accessories was simply to quickly and accurately align a rear wheel in the frame. As seen here, these included a second 2mm. thick spacer in addition to the 1mm. flat washer. This would be for use on bikes with inexpensive stamped steel dropouts as thin as 4mm. The spacer would protect the threads of the bolt which would otherwise extend beyond the hex-nut. More expensive forged dropouts with raised axle flats could be as thick as 7mm wide, so the spacer would be excluded for those applications. Weight of this pair of two all-steel axle adjustment stops is 20.3 grams. That is rather heavy compared to a pair of Campagnolo's 35mm. long screws (complete with springs and metal end nuts) which threaded into Campagnolo dropouts and weighed just over 4 grams."
