According to Japanese source online (http://cyclespeugeot.web.fc2.com/reminiscence/diacompe.htm) these brakes were manufactured by KK Yoshigai aka Dia-Compe.  They are a deliberate copy of the MAFAC "Driver" model of cantilever brake, and debuted in 1968.  There appear to be versions with a red plastic washer installed and versions without it.
