I am not absolutely sure here, but this is a simple 2 - prong tool for removing and installing the axle bearing race of Shimano freehubs to service the bearings & pawls.
The tool measures 29.9mm in diameter and the prongs measure 4.3mm wide, 7mm in length and 2mm in height.
