Headbadge Information
This foil decal was found on a Belgian-made Astra "Tour de Belgique" bicycle from 1971.  Astra was a subsidiary of sorts of Motobecane...the higher-end Astras often came with chromed "M" cutouts on the fork crowns and other frame guards.

Brand Information(click to expand)
Astra was a Motobecane subsidiary, according to vague information I've read on the Web.  In fact, higher-end Astras often featured stylized "M" cutouts on chromed fork crowns and other frame parts.  Astras were imported to the U.S. in the early and mid 1970s.
