One of the many small clamp on parts made by Camapgnolo to attach your frame pump to the bicycle.  This one ends in a point which mated with a dimpled end in the pump.  These could be used when the bicycle did not have a built in pump peg which was usually on the back side of the head tube or brakes on the under side of the top tube or top of downtube.
